1st July: Reform of the TÜV inspection comes into force

Hanover/Essen/Hamburg: The first of July is the crucial date: this is when enhanced periodic vehicle inspection will come into force in Germany, taking further developments in vehicle and inspection technology into consideration. The new inspection will always begin with a short test run. In order to check the electronic components, a diagnosis device developed jointly by all the inspection organisations, the so-called HU or periodic inspection adaptor, will be used. Test reports will in future be much more detailed and the much-discussed backdating will no longer occur. The first vehicles to be affected by the changes will be taxis, because they have to be inspected on an annual basis.

The most important changes:

  • On 1st July, a comprehensive electronic test of safety-relevant electronic systems will be introduced, starting with passenger vehicles registered on and after 1 July 2012. The specially-developed adaptor will come into use from 2013. In addition, vehicles will undergo a short test run in order to condition the electronic systems and enable meaningful conclusions to be drawn about the electronic systems. 
  • The validity of the test badge will no longer be backdated if the due date for the periodic inspection is exceeded. Instead, the badge will be valid for the full period from the date of the inspection. If the due date is exceeded by more than two months, a more in-depth inspection will be undertaken with a 20% higher fee. This is because vehicles presented late for testing are statistically proven to contain more defects.   
  • In addition, a standardised and systematic list of tests will be used, which is presented in the form of a “fault tree” and which is intended to provide greater transparency as regards pass or fail decisions and the need for repairs.

 

As Roger Eggers from TÜV NORD points out: “Following a long period of political wrangling, the improvements are now about to take effect. TÜV NORD Mobilität is extremely well prepared for the changes – our inspectors have undergone comprehensive training in the new aspects of the inspection. We are now providing detailed information to all drivers at the TÜV STATIONS.”
