The new version of the brake tester directive (Verkehrsblatt 14-2021 No. 149) was published in 2021. In addition to type approval, it also regulates the periodic inspection (calibration) of brake testers.
The main changes are as follows:

Due to the long delivery times for BPS, the federal states had issued a transitional regulation for BPS for 2020.
If there was a written confirmation from 2019 for the order of a new BPS with a delivery date in 2020, the old status could continue to be used.
All brake testers used as part of the main inspection must be calibrated in accordance with DAkkS.
The new directive has removed the requirement for routine testing of brake testers.
The tests of the former routine test have been replaced by a "check for calibration capability" as part of the periodic inspection (calibration).
Before initial commissioning
The recurring DAkkS calibration including verification of calibration capability (formerly "routine test") must be repeated at least every 24 months.
Recalibration is necessary after every intervention in the measured value recording
This is checked during calibration. The most important points are
Identifiability
Visual inspection of the surface condition of the rollers to determine whether there are any signs that the required friction values are no longer being achieved due to heavy wear or damage
Condition check of the indicators, covers, feeler rollers, etc.
Function test of the slip cut-off l (24 % ≤ l ≤ 30 %)
Checking the real-time transmission of all required measured values (ASA live stream)
Checking the ease of movement of the moving parts
Checking the condition of pressure and power lines
Inspection of the pit for dirt and foreign objects to rule out functional impairments of the brake tester, connections of the brake tester to the foundation
Since 2022, regular calibration and a calibration capability check have been mandatory.
The calibration capability check can be carried out as part of the calibration and documented on the calibration certificate. The requirement for a routine test no longer applies from this date.
All brake testers used as part of the HU must have a valid DAkkS-compliant calibration certificate at the time of the test.
Brake testers that are not calibrated are therefore no longer permitted for the HU.
