Welded structures are subject, as a rule, to European guidelines and international standards. For example, the European Construction Products Directive (305/2011 EU) demands, via DIN EN 1090-1, that construction products with a CE label can only be brought to market by companies that have been inspected and certified by a notified body such as TÜV NORD. The standards are not the same for every company here: depending on the type of structure to be welded, the extent of potential damage, the material used and other criteria, four execution classes (EXC 1 to EXC 4) are used. In the welding of railway vehicles and their components to DIN EN 15085, the standard divides manufacturers and the parts they weld into three tiers, CL1 to CL3, depending on the safety function of the welded part. The quality requirements for the manufacturers and maintainers of defence products are subdivided by DIN 2303 into quality classes Q1 – Q4. This in turn depends on the component classes BK1 to BK4. Manufacturer qualification in fields governed by the Pressure Equipment Directive (2014/68 EU), for example, taking account of AD 2000 leaflet HP0 or the standard series DIN EN 13445 and DIN EN 13480 also demonstrates that your products have left your factory in a quality-assured state. The basis for this and other product standards is DIN EN ISO 3834. In this “high-level norm”, the quality requirements for the fusion welding of metallic materials are described. The European EN 1090 regulates the proof of conformity, factory production control, manufacturer certification and CE marking for load-bearing steel and aluminum components that are placed on the market as construction products.
Regulation (EU) No. 305/2011 (European Construction Products Regulation) obliges companies to submit the declaration of performance (DoP) and CE marking when placing steel and aluminum structures on the market in the EU member states in conjunction with EN 1090-1. This is based on the certification of the factory production control by an appropriately notified body such as TÜV NORD.
This series of standards applies to the welding of metallic materials in the manufacture and repair of rail vehicles and vehicle parts and is divided into 6 parts.
The verification procedure focuses on parts 2 to 6 of DIN EN 15085 (personnel requirements, procedure qualifications, welder qualifications, design requirements, execution rules, materials, weld seam quality classes, planning documents).
DIN EN ISO 3834 specifies the requirements for a specialist welding company and regulates the principles for quality assurance of welded products. DIN EN ISO 3834 covers welding in series production, individual production, repair and on the construction site (assembly) and applies to all welding applications. It assumes the function of the quality management system in welding and is also the basis for fulfilling the standard requirements in specific application regulations such as EN 1090-1 and EN 15085-2.
In accordance with DIN 2303, companies that use the thermal joining processes "welding, brazing and thermal spraying" in the manufacture or repair of defense technology products for the German Armed Forces require a
require a "Certificate of manufacturer qualification in accordance with DIN 2303". This standard applies to both Bundeswehr agencies and civilian companies; it does not apply to commercially available products that can be used in both civilian and military applications without significant modifications.
