Transferring emission reductions reliably between countries

Article 6.2 of the Paris Agreement allows countries to implement and count emission reductions through direct cooperation with one another. This is based on a bilateral agreement governing the transfer of so-called ITMOs (Internationally Transferred Mitigation Outcomes). 

These are tradable emission reduction units that can be transferred between countries to meet national climate targets. They can be used in both the host country and the partner country.

For whom is certification under the Article 6.2 mechanism suitable?

The A6.2 mechanism is aimed at project promoters, companies and institutions that implement international climate projects and wish to transfer emission reductions in the form of ITMOs between countries. 

This requires a relevant bilateral agreement as well as the approval of the competent national authorities.

Frequently asked questions

No. Article 6.4 is a centrally managed mechanism under UNFCCC supervision and requires accreditation. 

Article 6.2, on the other hand, is based on bilateral agreements between two countries and does not require UN accreditation— only registration or approval from the respective national focal points. 

Another difference: A6.4 emission reductions (A6.4ERs) are generally transferable, while ITMOs from A6.2 can only be used between the participating states.

No. There are no fixed deadlines, but project developers should continuously monitor the requirements of the host country.

International Transferred Mitigation Outcomes (ITMOs) are transferable emission reductions that can be credited between two states — within the framework of bilateral A6.2 agreements.

The participating countries issue the ITMOs themselves. TÜV NORD prepares the necessary validation and verification reports, which serve as a basis for decisionmaking.

TÜV NORD is accredited for 17 sectors, including energy, transport, industry, agriculture, forrest and waste management.

These may include projects in the following areas:

  • Renewable energy (solar, wind)
  • Methane mitigation (waste management)
  • Energy efficiency in industrial facilities
  • Hydrogen related projects

The host country is the country where the climate project is carried out and the emission reductions actually occur. It approves the project and transfers the achieved mitigation outcomes (ITMOs) to the partner country.

The partner country is the country that acquires these emission reductions and credits them towards its own climate goals. To prevent double counting, the host country issue a corresponding adjustment against its national balance.

Authorization is granted through official Letter of Authorization (LoA) from both countries, issued by the respective competent national authorities.

In these letters, the host and partner countries confirm that a project or its emission reductions may be used or transferred in accordance with Article 6.2.

Project developers operating in a country with the appropriate national focal point (such as a Carbon Market Office) and whose projects are supported by both states.

  • Project Design Document (PDD) or Mitigation Action Design Document (MADD)
  • Letter of Authorization (LoA)
  • Validation report from an accredited body, such as TÜV NORD CERT

Verification:

  • Monitoring report
  • Verification report from an accredited body, such as TÜV NORD CERT
  • Verification Statement, which includes the quantity of verified ITMOs

General administrative documents:

  • Registration documents and Initial Report to the UNFCCC
  • Biennial Transparency Report (BTR)
  • Evidence of the “Corresponding Adjustment”
