In order to better integrate jobseekers into the labour market or to promote further training for employees, the legislator relies on the accreditation of providers in the area of subsidised further training in accordance with AZAV. All providers of labour market policy services require provider certification in accordance with the Accreditation and Licensing Ordinance for Employment Promotion (AZAV). Some providers must also have their programmes approved.
As a recognised expert body, TÜV NORD CERT offers both approvals from a single source and also enables them to be combined with certification in accordance with ISO 9001 quality management.
The target group for AZAV accreditation includes providers of labour market policy services that offer subsidised further training measures and require provider certification in accordance with the Accreditation and Licensing Regulation for Employment Promotion. This is aimed at organisations that need to have their measures additionally certified and would like to benefit from the option of combining AZAV approval with ISO 9001 quality management certification.

THE NEW RECOMMENDATIONS OF THE ADVISORY BOARD
The revised version of the Advisory Board's recommendations was published on the Federal Employment Agency's website on 10 June 2025.
With the announcement on 10.06.2025, this will enter into force on 01.07.2025.

Training programmes that are funded by the Federal Agency can be offered via the accreditation. Authorisation is also relevant for tenders and voucher procedures. Furthermore, the AZAV authorisation is used in the area of the Qualification and Opportunities Act to provide internal company training.
The carrier licence is valid for a maximum of five years, while the measure licence is valid for three years.
As a rule, no on-site inspection is required for a measure authorisation. The customer submits all the documents and evidence required for the authorisation and the documents submitted are checked in the office. We will provide you with the documents for the preparation of the authorisation of measures, which you must supplement with your own evidence. Important: The federal average cost rates must be observed when determining the costs for the measure.
In general, the audit effort for a carrier approval is determined by the document IAF-MD-5 (Document DAkkS - German Accreditation Body).
The carrier approval begins with an application for approval. A document check is carried out to assess whether a quality assurance system in accordance with §178 No.4 SGB III is in place. This is followed by an audit, which takes place at the customer's premises. There, the infrastructure, the formal requirements of the organisation, the procedure and the necessary documents are checked. If this is successful, the organisation is approved. Annual repeat audits are scheduled, which are carried out on site after authorisation.

The costs for the authorisation of measures depend on three factors:
Approval of a measure is always necessary if the measure to be offered is settled via a placement or education voucher. However, it is not necessary for tendering procedures.
