The employees of personnel service providers frequently change their place of work. Naturally, they cannot be immediately familiar with the work processes and premises in the company. If they do not recognise potential sources of danger, this can lead to operational disruptions or even considerable personal injury, environmental damage or damage to property.
SCP certification in accordance with the SCC regulations is aimed at companies that lend employees to other companies in accordance with the German Temporary Employment Act. The SCP certificate confirms to you as a personnel service provider that your employees have been selected in a reliable and safety-orientated manner and are appropriately qualified. This also gives your clients the necessary security and makes SCP-certified companies preferred partner organisations.
When selecting personnel service providers, many clients therefore rely on the certification of an (occupational) health, safety and environmental protection management system (HSE) in accordance with SCP. The basis for certification is the specific checklist "Safety Certificate for Personnel Service Providers (SCP)" from the SCC regulations.
The target group for SCP certification includes personnel service providers that lend employees to other companies in accordance with the Temporary Employment Act. This certification is aimed at companies that want to offer their clients additional security through the qualified and safety-oriented selection of their employees in order to be recognised as preferred partner organisations.
The SCP checklist contains all the test criteria that are important for the assessment during an audit and for the final certification decision. Detailed information on the SCC regulations can be found on the homepage of the DAkkS (German Accreditation Body).
The checklist is divided into seven sections with corresponding questions. Each individual question is assigned the objectives, the minimum requirements to be implemented and the documents to be maintained, as well as the persons to be interviewed / observed during an on-site audit.

The aim is to reduce the number of accidents in the long term. The SCC regulations therefore place a special focus on accident statistics in accordance with UH (SCC). The accident statistics in accordance with the SCC regulations must also be kept for SCP certification. However, compliance with a certain accident frequency rate UH (SCC) is not a prerequisite for SCP certification.
Certification in accordance with the SCC regulations involves a two-step process: firstly by inspecting documents and secondly by visiting your company premises. The on-site inspection and the document inspection can ensure that your SHE management system fulfils the requirements of the regulations.
The aim of the employee interview is to be able to observe and interview your employees at work. Auditing at the workplaces of temporary workers is recommended by the regulations.
According to the SCC regulations, your operational employees (employees and managers) must have successfully passed an SHE examination. Operational employees are directly involved in the provision of services.
