PEFC promotes sustainable forest management and takes into account the entire product chain (Chain of Custody, CoC) all the way to the end product. TÜV NORD CERT independently audits and certifies the product chain.
Optionally, the certification can be extended to include the PEFC-EUDR module to help companies meet legal requirements.

THe PEFC Chain of Custody certification ensures that wood and paper products originate from sustainably managed forests.
PEFC certification combines environmental, social, and economic aspects and is internationally recognized. The Chain of Custody certification ensures the traceability of raw materials and minimizes the risk that materials from controversial sources — such as overexploitation or illegal logging — are used in the production process.
PEFC-certified companies use the PEFC label to demonstrate to consumers their commitment to the environment, ethical conduct and credibly prove their responsible management of forest resources as well as the legal origin of the timber raw materials they use.

PEFC CoC certification is of interest to all companies that manufacture, process or trade in timber and paper products and wish to use the PEFC label as proof that their products originate from sustainably managed forests. These include, amongst others

The EU Deforestation Regulation (EUDR) requires companies that sell within the EU or export from the EU to provide precise evidence of the origin of their timber and rubber products and to ensure that these have been sourced legally and are deforestation-free. This significantly increases the requirements for transparency and documentation. To complement your PEFC chain-of-custody certification, TÜV NORD offers the PEFC-EUDR module. It helps you to meet the requirements of the EUDR. During the audit, we check whether your company has collected EUDR-relevant information, carried out a risk assessment and, where necessary, implemented risk mitigation measures, and complied with the required due diligence obligations for the relevant products within your scope of application.

The costs of PEFC chain-of-custody certification are determined on a case-by-case basis for each company, as they depend on the complexity of your processes and the size of your organisation. In addition, PEFC administrative fees apply; these are based on your company’s turnover and are set by the relevant national PEFC notification bodies.

No. The PEFC-DDS module does not replace the legal requirements of the EU Deforestation Regulation (EUDR), such as the geolocation of felling sites or the mandatory due diligence declaration. However, it helps your company to record EUDR-relevant information in a structured manner and creates additional transparency throughout the supply chain.
The EUDR will apply from 30 December 2026 to all companies placing timber or timber products on the EU market. For small and micro-enterprises, an extended deadline applies until the end of June 2027 at the latest.
No, not every site within a group of companies requires certification. Prior to certification, the scope is defined, which may focus on specific sites. The only thing to bear in mind is that all sites carrying out activities relevant to the certified product chain – such as purchasing, sales or production – must be included within the scope.
PEFC-certified organisations in Germany may use the PEFC Regional Label to market timber products that originate from a geographically definable region (for example, ‘Local timber from Bavaria’). To obtain a PEFC Regional Label, the timber must be felled in a clearly definable region in Germany. Furthermore, it must remain clearly identifiable at all times throughout the entire production process.

Today, high standards are demanded not only of the timber trade and processing sector, but also of forestry practice. Forestry service providers that undertake timber harvesting, the transport of this valuable raw material, and forest regeneration and maintenance services can obtain certification in accordance with a RAL standard set by the Gütegemeinschaft Wald- und Landschaftpflege e.V. (Quality Association for Forest and Landscape Management). This involves assessing statutory operational requirements, technical standards and accident prevention regulations, as well as the quality of work across three current assessment areas. In some federal states, the RAL certificate is a prerequisite for participating in tenders for state-owned forests and serves as credible proof of work quality. Furthermore, all PEFC-certified forestry operations are permitted to engage only forestry contractors that are certified to RAL or another standard recognised by PEFC.
Forest owners now also have the option of having their Christmas tree plantations certified to PEFC. The ‘PEFC Standard for Christmas Tree Plantations on Forest Land’ enables forest owners to demonstrate that their Christmas trees have been produced in accordance with environmental, economic and social considerations. Forest owners can also use the PEFC Recreational Forest Certificate to demonstrate their special commitment to those seeking recreation.

In order to benefit from the “Climate-Adapted Forest Management” funding programme, participation in a recognised forest certification scheme is required as proof of compliance with the requirements. To this end, PEFC Germany has created the PEFC Funding Module (FöMo). Certification of the region (a federal state) in accordance with the PEFC standard “Regional Forest Certification – Requirements (PEFC D 1001:2020)’ and the forest owner holding a certificate of participation are basic prerequisites for taking part in certification under the FöMo. The certification of forest owners in accordance with PEFC D 1001-2:2022 (FöMo: Group Certification – Requirements) and PEFC D 1002-4:2022 (Forest Management Requirements) takes place within the framework of group certification. The aim is to assess, on the basis of an audit report, whether the applicant has implemented a system that ensures compliance with the requirements of PEFC-FöMo.
In the case of certification under PEFC – FöMo, the Regional Working Group, as the representative of the participating forest holdings in a region, receives a PEFC certificate for climate-adapted forest management if the requirements of the PEFC standard PEFC D 1001-2:2022 ‘Group Certification – Requirements’ are met.
Following successful certification of the Regional Working Group and the issue of the certificate, forestry operations in a region may participate in PEFC-FöMo group certification after signing a declaration of commitment; a forestry operation may be an individual enterprise or a forestry association. As part of the certification of the Regional Working Group, the certification body carries out on-site audits at the participating forestry operations within a region to verify compliance with FöMo PEFC D 1002-4:2022 (Requirements for Forest Management). The checks are carried out using a random sample, selected in accordance with a key specified by PEFC Germany. This selection of forestry operations may, if desired, take place through a public procedure. If the selection of audits in accordance with the PEFC Forest Standard (PEFC D 1001:2020) at forestry operations includes operations that also participate in the FöMo scheme, the on-site audit is combined with the verification of compliance with the PEFC Forest Standard. Once the on-site audits at the forest owners’ premises have been completed, the certification body draws up an audit report setting out the results in detail. The audited forestry operation is sent the report, thereby demonstrating compliance with the requirements of the FöMo module.
