Type approval and type testing

The type-approval of automated and connected vehicles requires compliance with numerous technical and regulatory requirements. In particular, European and international standards such as Regulation (EU) 2022/1426 on Automated Driving Systems (ADS), as well as regulations UN-R155, UN-R156, UN-R157 and UN-R171, present vehicle manufacturers and suppliers with complex challenges during the type-approval process.

As a notified technical service, TÜV NORD Mobilität supports you with type-approval, conformity assessment and testing of your systems. Our experts guide you from development through to approval and assess your vehicle functions in accordance with the applicable legal requirements and the current state of the art:

  • (EU) 2022/1426 – Approval of automated driving systems (ADS) in accordance with SAE Level 4
  • UN-R157 – Approval of automated lane-keeping systems (ALKS) in accordance with SAE Level 3
  • UN-R171 – Approval of Driver Control Assistance Systems (DCAS) in accordance with SAE Level 2
  • UN-R155 – Cybersecurity and the Cybersecurity Management System (CSMS)
  • UN-R156 – Software updates and the Software Update Management System (SUMS)
  • AFGBV – Approval and operation of motor vehicles with autonomous driving functions within specified operating areas
  • StVFernLV – Approvals for remotely controlled motor vehicles and exemptions from road traffic regulations

Testing and assessment in accordance with ISO, IEC and UNECE standards

For the type-approval of automated and connected vehicles, the mere functionality of a system is not sufficient. Manufacturers must demonstrate that their development, safety concepts and processes reflect the current state of the art and are based on recognised international standards. This is a key prerequisite for safety justification, type approval and the long-term market acceptance of innovative vehicle functions.

TÜV NORD Mobilität supports you in this with independent process audits, product assessments and conformity assessments. At our accredited inspection body, we examine development processes, safety concepts and technical systems to ensure they comply with relevant standards and industry norms.

Among other things, our experts assess compliance with the following standards:

Functional safety and Safety of the Intended Functionality (SOTIF)

  • ISO 26262 – Road vehicles – Functional Safety
  • ISO 21448 – Road vehicles – Safety of the Intended Functionality (SOTIF)
  • ISO/PAS 8800 – Road vehicles – Safety and Artificial Intelligence
  • ISO/IEC TR 5469 – Artificial Intelligence – Functional Safety and AI Systems
  • IEC 61508 – Functional safety of electrical, electronic and programmable electronic systems

Cybersecurity and software development

  • ISO/SAE 21434 – Road Vehicles – Cybersecurity Engineering
  • ISO 24089 – Road Vehicles – Software Update Engineering
  • IEC 62443 – Industrial Communication Networks and IT Security for Networks and Systems

Machinery, commercial vehicle and off-highway applications

  • ISO/DIS 24882 – Product Cybersecurity for Agricultural and Construction Machinery
  • ISO 25119 – Safety-related parts of control systems for agricultural and forestry machinery
  • ISO 13849 – Safety-related parts of control systems for machinery

With our expertise in the fields of functional safety, cybersecurity, artificial intelligence and vehicle automation, we lay the foundations for robust safety demonstrations and the successful type-approval of your systems.

Conformity assessments for the Cyber Resilience Act, the AI Act and the EU Machinery Regulation

New European regulations impose additional requirements on manufacturers in the areas of cybersecurity, artificial intelligence and product safety. Companies must demonstrate, as early as the development phase, that their products and systems comply with the applicable regulatory requirements. An early assessment reduces risks in the type-approval process and provides planning certainty for the market launch.

TÜV NORD Mobility supports vehicle manufacturers, suppliers and technology providers with independent conformity assessments and technical expertise. Our experts analyse requirements, evaluate their implementation and guide you through the process of complying with relevant European regulations.

Our services include, amongst others:

  • (EU) 2024/2847 – Cyber Resilience Act (CRA)
Assessment of cybersecurity requirements for products with digital elements and support in implementing regulatory requirements.
  • (EU) 2024/1689 – AI Act
Assessment of AI-based systems with regard to safety, transparency, risk management and regulatory requirements.
  • (EU) 2023/1230 – EU Machinery Regulation
Support with the conformity assessment of safety-related machine functions and digital systems.
